When an AI video generation is blocked
A block can happen at the prompt, at the reference, or at the result. The texts that describe moderation say it is automated, human, or both; few say when it runs. From 6 source pages, read 2026-09-25; no maker pays to be listed.

What a production needs to know is the cost. In this register, one vendor says blocked tasks are refunded automatically, one says failed generations are not charged, one freezes credits with the account, and one says a ban for misuse comes without a refund. The rest say nothing about money.
Rewriting a prompt to pass is not the same as changing the scene. A result can still fail the output check.
