Some texts say plainly that the rules apply to what goes in as well as what comes out: the prompt, the uploaded reference and the generated video. A prompt can be refused before anything is made, and a result can be blocked after it is made.
This matters because a reference image that is fine on its own can still be refused in combination with a prompt, and a prompt rewritten to pass the input check can still produce a result that fails the output one.
